A qualified applicant is any organization responsible for investing funds in venture capital opportunities, whose principal or subsidiary office is located in the State of Washington and who is primarily concerned with and actively involved at the time of application with the creation, development and funding of capital ventures with the principal objective of financial return from the investment.
